Why These Are Worth Chasing Properly
Most intermittent faults come back to a connection. A backstabbed outlet whose spring has relaxed, a wire nut that was never tightened, a lug in a panel that has loosened through years of heating and cooling, a neutral shared between circuits that has partly come adrift. All of them conduct perfectly well until something asks a little more of them. Failing devices, damaged cable, and rodent damage make up most of the rest; occasionally, the problem is on the supply side and belongs to the utility.
The reason to chase them is that the connection ones get worse. A connection that arcs intermittently generates heat in a confined space every time it does it, and the damage accumulates. The flicker somebody learns to live with in one year turns into the smell they call about in the next.
It also explains why swapping the obvious component so often fails. Replacing a flickering fixture when the loose connection is in the box upstream quietens it for a few weeks and no longer. Finding the condition first is the difference between fixing it and fixing the wrong thing.
No Two Houses Wired the Same Way

Get it looked at, and do not file it under things you live with. Evening-only points at load and the flicker that follows the load often mean a connection that conducts well when little is asked of it. If you can smell anything hot, or you can see discoloration or scorching around a device, stop treating it as a scheduling question. That one is a call today, and out of hours it is a call tonight.
2.The last electrician could not find it. Why would you?
Possibly for the same reason: it did not happen while they were there. What changes the outcome is method, and it starts with your account rather than a meter. 4.A breaker trips every few weeks. Should I just replace it?
Replacing the breaker is the usual first move, and it is sometimes right. Often enough it removes the messenger and leaves the message, which is the thing to know before anybody starts swapping components.
5.Can you look at the whole house as well as the one circuit?
Yes, and it is often the better call once a second odd symptom has appeared. A whole-panel and circuit assessment gives you a prioritized list of what is present, and you decide what happens and when.
